Dementia Wandering Safety in South Korea: Fingerprint Registration, GPS Trackers and What Families Should Do

What is dementia-related wandering?

Dementia-related wandering describes situations in which a person with dementia walks away, becomes disoriented or has difficulty finding their way back. The person may have a destination in mind, even when family members do not understand where they intend to go.

A practical safety plan should support the person’s dignity while preparing the family to respond if they become missing. In South Korea, several services can help with identification and location, but they serve different purposes.

How does fingerprint preregistration help?

South Korea’s fingerprint preregistration system stores identifying information such as fingerprints, a photograph and caregiver contact details. Police can use registered information to help identify a person after they are found.

Preregistration does not track movement or provide a live location. Families should therefore treat it as one part of a broader safety plan.

Contact a nearby police station, district police office or police box to ask about registration for a person with dementia. The Safety Dream service also provides registration information. If using a phone or capturing fingerprints is difficult, ask about an in-person appointment.

Before visiting, confirm which documents are required and whether the person needs to attend. Update the record when caregiver contact details change or the photograph no longer reflects the person’s appearance.

Which type of device does your family need?

A device should match the situation the family wants to address.

OptionMain purposeImportant limitation
Fingerprint preregistrationHelps identify someone after they are foundDoes not show their location
GPS trackerHelps locate the device carried by the personDepends on battery, signal and actual use
Pressure-sensing matAlerts a caregiver to movement at a specific spotDoes not track someone outdoors
Identification tagHelps connect a found person with identification recordsMust be attached to clothing being worn

Before choosing a device, explain whether your concern is outdoor disorientation or movement around the home at night. Ask the provider to demonstrate the features rather than relying on the product name alone.

Are GPS trackers free in South Korea?

Some local programmes provide devices without charge, subject to eligibility, available stock and application periods. Contact the local Dementia Relief Center, known in Korean as 치매안심센터, to ask what is currently available.

A separate route is the assistive-device benefit under Long-Term Care Insurance. Eligibility and approved items must be checked, and a copayment may apply.

A dementia diagnosis does not automatically mean a free device is available. Before signing an agreement, ask about rental charges, communication fees, replacement costs and return requirements. Families outside South Korea should check their own local services, since these arrangements are country-specific.

What should caregivers check regularly?

A tracker can only help when it is working and accompanies the person. Build a brief check into the daily routine:

  • Confirm that the device is charged and connected.

  • Check that the person is wearing or carrying it.

  • Practise opening the location information.

  • Keep emergency contact details current.

  • Make sure another trusted caregiver knows how to use it.

Explain the device calmly and involve the person as much as possible. Comfort matters: a device that feels unfamiliar or irritating may be removed.

What should you do if someone with dementia goes missing?

In South Korea, call 112 promptly when the person is missing and their whereabouts are unknown. Do not delay reporting while relatives search on their own.

Prepare the most recent photograph, the last confirmed time and location, clothing details, familiar destinations and relevant health information. If a tracker is available, share its last recorded location and the time of that reading.

Choose one family member to coordinate communication and follow police instructions. When the person is found, notify police immediately and check whether medical attention is needed.

Frequently asked questions

Does fingerprint registration prevent someone from getting lost?

No. It helps with identification after the person is found. Supervision and other safety measures still need to reflect the individual’s circumstances.

Is a GPS tracker enough for independent outings?

A tracker cannot guarantee safety or replace appropriate support. Consider the person’s ability to navigate and respond to unexpected situations.

What is the best first step?

Check whether fingerprint preregistration is complete and current. Then ask the local Dementia Relief Center about identification tags and available tracking-device support.
