치매나 중증 상태의 부모님을 집에서 돌보는 가족에게는 잠시라도 돌봄에서 벗어나 쉴 수 있는 시간이 필요합니다.
우리나라 노인장기요양보험에는 이러한 가족의 돌봄 부담을 덜기 위한 ‘장기요양 가족휴가제’가 운영되고 있습니다.
2026년에는 이용 가능한 기간이 확대되었습니다.

단기보호
연 11일 → 연 12일
종일방문요양
연 22회 → 연 24회
가족휴가제는 중증 또는 치매 장기요양 수급자를 돌보는 가족이 일정 기간 휴식을 취할 수 있도록 지원하는 제도입니다.
단기보호를 이용하면 어르신이 일정 기간 장기요양기관에서 돌봄을 받을 수 있고, 종일방문요양을 이용하면 어르신이 익숙한 가정에 머물면서 장시간 돌봄을 받을 수 있습니다.
다만 모든 장기요양 수급자가 동일하게 이용할 수 있는 것은 아닙니다.
수급자의 장기요양등급과 상태, 서비스 제공기관 등 실제 이용 조건을 확인해야 하므로 이용 전 국민건강보험공단 또는 해당 장기요양기관을 통해 대상 여부를 확인하는 것이 좋습니다.
가족이 잠시 쉬는 것은 부모님을 포기하는 것이 아닙니다.
장기간의 돌봄을 지속하기 위해 보호자의 신체적·정서적 건강을 지키는 것 역시 중요한 돌봄의 한 부분입니다.
🇺🇸 2026 Expansion of Korea’s Long-Term Care Family Respite Program
Caring for an older parent with dementia or significant care needs can become a full-time responsibility.
Meals, medication, bathing, mobility assistance, toileting, supervision, medical appointments, and nighttime care can gradually take over a family caregiver’s daily life.
This is why respite care matters.
South Korea’s Long-Term Care Insurance system provides a family respite program designed to give eligible caregivers temporary relief while ensuring that older adults continue to receive appropriate care.
In 2026, the available respite benefit was expanded.
What Changed in 2026?
For eligible beneficiaries, the annual allowance for short-term care increased from 11 days to 12 days.
The allowance for full-day home-visit care increased from 22 sessions to 24 sessions per year.
These changes may appear modest when viewed only as numbers, but even one additional day of respite can be meaningful for a family providing continuous care.
A caregiver may use that time for medical appointments, important personal responsibilities, rest, or simply recovering from prolonged physical and emotional fatigue.
What Is Short-Term Care?
Short-term care allows an older adult to temporarily stay at an eligible long-term care facility and receive assistance and supervision.
This option may be useful when a family caregiver needs to be away from home or requires a short period of rest.
The appropriate choice depends on the older adult’s physical condition, cognitive status, daily care needs, and ability to adapt to a temporary change in environment.
For an older adult with dementia, changes in surroundings can sometimes cause confusion or distress. Families should therefore consider the individual’s needs rather than choosing a service solely for convenience.
What Is Full-Day Home-Visit Care?
Full-day home-visit care offers another approach.
Instead of temporarily moving to a facility, the older adult can remain at home while receiving extended care from qualified care personnel.
Remaining in a familiar environment may be particularly valuable for some older adults with cognitive impairment.
However, home-based care is not automatically the best option for everyone. The level of supervision required, mobility, fall risk, behavioral symptoms, medical conditions, and home environment should all be considered.
Respite Is Part of Sustainable Caregiving
Family caregivers sometimes feel guilty about taking time away from caregiving.
They may think:
“I'm the family, so I should do everything myself.”
But continuous caregiving without adequate rest can be physically and emotionally demanding.
Interrupted sleep, repeated lifting and transfers, toileting assistance, meal preparation, medication management, and constant supervision can accumulate over months or years.
Caregiver exhaustion can eventually affect both the caregiver and the person receiving care.
Respite should therefore not be viewed as abandoning responsibility.
It can be an important part of making long-term caregiving sustainable.
Who Can Use the Program?
One important point is that the family respite program is not automatically available to every person receiving Long-Term Care Insurance benefits.
Eligibility depends on the beneficiary’s circumstances and applicable Long-Term Care Insurance requirements.
Availability of participating providers can also differ by area.
Before making plans, families should confirm:
the older adult’s Long-Term Care Insurance status,
whether they meet the eligibility requirements for family respite care,
which type of respite service is appropriate,
whether a participating provider is available nearby,
and what out-of-pocket costs may apply.
Because long-term care rules and benefits can change, families should verify current information with Korea’s National Health Insurance Service or an authorized long-term care provider before using the service.
Choosing Between Home Care and Facility-Based Care
There is no single care arrangement that is best for every older adult.
Some people may continue living safely at home with family support, home-visit care, and day-care services.
Others may eventually require more continuous assistance in a residential long-term care facility.
Rather than waiting until the caregiver is completely exhausted, families can begin discussing care options earlier.
Important factors include mobility, cognitive function, eating and swallowing ability, fall risk, medication management, nighttime behavior, toileting needs, and the amount of care the family can realistically provide.
The goal should be to find a care arrangement that is safe for the older adult and sustainable for the family.
